Author the user story for this feature

As a user, I want to use deep links so I can pass more direct links to other users.

Describe the solution you'd like
Store some app state in the URL, support navigation to a deep link if there is relevant data in the URL.
Fields that need to have deep-links: project groups dropdown (once the user selects project group, URL updated), project name search - once the user adds any search characters - URL updated). When navigating using deep-link - the state should be restored - search field populated and data filtered, project group dropdown selected and data filtered.

Please note that it's possible to have multifield deep links (combining search fields and project groups dropdown).

Describe alternatives you've considered
Don't implement that feature / UX.
