Bug Description

When a mob has the weaving potion effect, it will place webs on death, no matter the current region.

Expected Behavior

World Guard flag for preventing weaving cobwebs.
Perhaps protected regions where building is not permitted should prevent this by default as well.

Reproduction Steps

  1. Throw a weaving potion at a cow in a build protected zone.
  2. Kill the mob
  3. Witness the cobwebs
