Create SWEET Editors Working Draft Document

We currently have a place holder for the First Public Working Draft document for SWEET. This issue should track additions to that document. All pull requests should reference this issue as highlighted in our contribution guide.

Are you able to attend the SWEET Ontology Interest Group Lunch Meeting ?
