identify observing network properties for inclusion

POAwg has identified a metadata vocabulary for describing observing networks. Identify properties and resource types from that vocabulary for inclusion in the schema.org mapping for ObservatoryNetworks.

Check with Bill Manly for the spreadsheet, and generate a prioritized list of the properties. For each property to be considered for the guidelines mapping, create an issue describing the property to act as a focus for the feature branch work on that property.
