Use the specs from PRs into KSF #3

KS project has problems with accepting PRs into its specs repo in time. Some of the specs in the PRs are ready to be used, but not yet accepted. It may be nice to make use of them too.

Thanks for this suggestion!

I suppose the main concern would be introducing incomplete or buggy specs.
Any thoughts on how to efficiently differentiate between the unaccepted-yet-ready specs to the incomplete ones?

some PRs can be marked as drafts. I usually mark my PRs as drafts if I don't consider them to be ready to be used.
