Add an accessibility setting to turn off the little "jump" animation appbar buttons do when available buttons are changed, such as when navigating to a different page. #245

It was a bit much for me, particularly when they could do the "jump" when you're just swiping through a Panorama or Pivot. Maybe a fade could also be offered as an option, in addition to no animation and the default "jump" animation?
