The RuleCheck on line 184 produces an error when the script is invoked toggling from disable to enable in a quick manner: 3-5 seconds on the machines I've tested. A powershell error is shown: "No rule with Displayname Internet-Access-Control-Block available" 20h2.
The issue does not occur when waiting a couple of seconds (10) between toggling enable/disable.

I've stepped over the issue when my MDT deployments in 20h2 started failing for no obvious reason. For my scenario it was sufficient to add a parameter -ErrorAction SilentlyContinue to line 184.
