Location Input Box Missing in Local Testing

When testing a new feature on local, I found that on the creating group page, the input text box for location is missing.
And I created the branch from the master branch. Please take a look at the following two images for more information, where I've highlighted the important details in red boxes.

I have confirmed this issue on both Chrome and Safari browsers.

Location suggestions is not happening in local since we are missing API key. We can just display the field to development purpose.
