I have recently dropped COMP major or BDT minor, may I still enroll to COMP 1991, fulfill the requirements and get the credits?

COMP 1991 is exclusively for COMP / COSC major and BDT minor students. If you aren't enrolled to either one category, you may not enroll to COMP 1991. If you recently dropped COMP major / BDT minor, you would also have to manual drop COMP 1991 yourself.
