RDS creation fails if VPC being provisioned into has more than 2 subnets. The exact problem is RDS can't create MultiAZ because it can't provision read replicas into all the subnets that exist for the VPC.

To remedy, the template needs to query what subnets are in the VPC being provisioned to, and provision there.
