When consuming forwarding responses from S3, stream the input if possible.

Integrate S3 storage. #38, #20, #15, #12
daabcee 
 - run many-item insertions in parallel in component tests
   (component tests are run as integration tests with S3 storage)
 - updates to README
 - added relevant AWS configuration values to README and update scripts to pass them through
 - added `local-integration-tests.sh.template` (and `local-integration-test.sh` to `.gitignore`)
