Steam whistles + tanks are not properly copied by schematics

Description

When trying to paste a schematic with steam whistles and tanks in it, the tanks are not properly turned into steam tanks, so the steam whistles can't play until the tanks are broken and replaced. Presumably these tanks should be properly turned into steam tanks automatically (if under a heat source and connected to a steam whistle, which they are) so the steam whistles are able to play. This happens with only 6 mods installed: Create, JEI, Jade, EMI and dependencies.
