Describe the problem to be solved

This would be a niece but nice feature to have, as well. Not everybody's server can handle trans-coding, but many people want to be able to have multiple quality versions

It'd also be nice as I can do all the transcoding on my local powerful machine, and just sent it off to peertube, in a better looking, and smaller filesize.

Describe the solution you would like

When uploading you have the choice of single upload, or multi quality upload.
Multi quality will allow you to upload however many the instance owner allows. Duplicates are discarded.
Peertube will automatically detect the resolution. and set it as such.
