Chickenchuncks not keeping chunks loaded

Having an issue with ChickenChunks that I haven't had before. It isn't keeping chunks loaded if I am offline or not in the same dimension. I have the config set to allow offline. I have tried the mod on my server and in a single player world with only chickenchunks and chickenlib loaded. I have tried altering the config and adding exceptions for specific players to allow offline and that didn't work either

Same problem except it's only my overworld chunk loaders it appears. I have one in the nether for a lava pump which seems to work fine but the one in my overworld to keep the lava pumping into a tank quits working when I go to the nether to check on the pump site
