As a technician, I can click a Network Outage Update Button so that I can alert people of a network outage. #80

Also a button that would allow for update the status of the network by technicians. This button would:

pop up instructions about how to change the phone message
give a text box for the reporting technician to give a brief description of the reason the network is having an outage
Post an update (from text box data) to the portal (talk to Darren Kraker about that)

When the outage is fixed, the button would:

pop up instructions for changing the phone message
remove portal message

add emailing CSDs to when the button is pressed reporting an outage
