Give universal permission configuration to IoT device

As a SHG owner I want to give universal permission configuration to a IoT device through my SHG mobile app so that it is not blocked at all.

Please clarify if this is "universal" permission (unblocked at all), i.e. "swipe up" for a device like a PC, or if the intent is to apply a MUD file (swipe right).
