LowVis does not trigger fog on first drop #66

In various cases LowVis doesn't detect manual drop is complete, and thus never triggers fog to occur. This needs to be investigated further.

"Dense fog" has no fog.
I have never seen the fog since it was introduced in .9
dunno if it matters, but video settings are on all High/Enabled, except disabled reflections

me> So, looks like LowVis identifies this as a manual drop
But never detects first turn as starting with the drop unit gone
I probably need to change to testing on every turn, not just first turn
