  1. can this run in phone only?
    or it design to deploy on pc and control remote mobile like cloud phone or adb connection local phone

The tool runs on PC/Mac/Linux and phone needs to be connected to that PC/Mac/Linux locally via adb.
When adb devices is run on the PC/Mac, it should show your device name/id then only it will work.

Once the tool is deployed on the PC then you can call the tool remotely via the API (but PC <---> phone should be connected either via Wifi or cable)
