As reported by Emmalynn Tsukiko on Discord, the impossible-to-obtain City State achievements are included on the Quests achievement list and in the progress bar for the Quests section.

  • Ignore city state in the progress bar count on the main achievements page.
  • Somehow mark them as unobtainable in the Quests achievements list.
