test single reproducible leap.deb installs and runs on all supported platforms #1711

The reproducible CI added as part of #1710 runs the entire test suite with the reproducible build on both ubuntu 20 & ubuntu 22. That's great in building confidence the single build operates correctly on both (all) supported platforms. However, since it uses the builddir, it doesn't test that the .deb file actually installs cleanly on all supported platforms. There should be a test where the .deb is installed on ubunt20 & ubuntu22, and maybe nodeos --version, cleos --version, etc is run just to make sure all dependencies were installed.
