ISO Plugin Errors if /Resources directory is not deployed to consuming application

The ISO plugin requires 2 resource files in addition to the 2 already present in the ADAPT framework. While the ADAPT framework automatically copies its files into the project and sets appropriately to output, the ISO plugin fails to do the same due in part to its historical runtime discovery architecture.

At minimum, we should copy the same logic from the framework to the ISO plugin for cases where the consumers reference and instantiate the plugin directly (vs. through PluginManager discovery). Ideally, we should make the plugin work with the resources alongside its binary.
