Note how even though 2x was selected it does not show a checkmark next to the option when it is running as such. It looks like the NTSC filter is hardcoded to run at 512x480 and the image multipliers are using that instead of the base resolution of the console. If I use the "Standard" settings then 1x = 256x240, 2x = 512x480 etc as one would expect. So basically if using the NTSC filter with TV aspect on, 1x is really 2x, and 2x is really 4x res, and turning aspect off sort of fixes it but then the checkmarks disappear from the settings and I have to guess what it is set at.
My best guess is TV aspect is bugged.

I can't find a way to have the proper 4:3 aspect in a maxxed window, so I must use fullscreen.

I'll also add here that when using blargg's NTSC filter in combination with Screen Size and TV Aspect does unintuitive things.
